He was probably born in County Armagh, Northern Ireland. One of Francis' sons, John Coogan, later moved to Scotland. The family resided in Renfrewshire and, later, Lesmahagow (Lanarkshire). Francis' grandson, James Coogan, was a resident of Glasgow, Scotland, in 1916 when his own son, John Francis Coogan, was killed during World War I. John Francis Coogan had been a resident of Ontario, Canada at that time and his widow remained there after his death.
